
US Defense Dept. Announces $25B+ in New IDIQ Contract Awards
The U.S. Defense Dept. announced selection of multiple firms earlier this month to compete for engineering and construction task order work under a $15-billion, fixed‑price indefinite‑delivery/indefinite‑quantity contract with the Air Force Civil Engineer Center.
That follows other Air Force awards in May, as well as U.S. Navy awards in June to firms for work under similar contract vehicles totaling nearly $10.5 billion.
Selected bidders for task orders under the Air Force IDIQ contract include an Ahtna USA‑CDM Smith joint venture; Aloha ’Aina LLC,; Barlovento LLC; Bering‑Weston JV LLC and CCI Group LLC; GMH‑C JV II LLC; Jack Wayte CMS JV; Jade Creek Construction LLC; MH JV; North Wind General Contractors LLC; and Reliance Construction Management Co.
The award covers global maintenance and repair, restoration, modernization and other construction and demolition work, with a total of 33 proposers, said DOD, which did not name losing bidders nor respond to ENR queries.
The Air Force also said May 27 that it awarded Pond Constructors a $2.5 billion, 10-year task order contract to modernize fuel infrastructure—including storage tanks, hydrant systems, pipelines and related utilities—at installations around the world.
Separately, the 92nd Contracting Squadron at Fairchild Air Force Base in Washington state tapped five firms—M.J. Takisaki Inc., Northcon Inc., Burton Construction Inc., Halme Cascade General Contracting Co. and National Native American Construction Inc.—under a $95-million IDIQ to bid for renovation, design‑build, hazardous‑material abatement and other work at the base and at other sites. Also, Osprey Management LLC secured a $15-million service-disabled veteran-owned small-business set-aside IDIQ contract for construction, maintenance, repair, R&D and other tasks through July 6, 2030 at Arnold AFB in Tullahoma, Tenn., with the base AF Test Center as awarding entity.
In June, Naval Facilities Engineering Systems Command (NAVFAC) Hawaii tapped 11 bidders for tasks under an $8-billion IDIQ covering construction, repair, alteration and demolition of military infrastructure in the state and Wake Island. Those selected are Environmental Chemical Corp. (ECC), Hensel Phelps Construction Co., The Whiting‑Turner Contracting Co., DCK North America Inc., Doyon Project Services JV, Glumac Inc., Gray Construction, Pacific Gateway JV, SAK Construction, Foster Wheeler Environmental Corp. and NKT Joint Venture.
Guam-based Global Pacific Design Builders LLC also won a $297-million IDIQ contract for design and construction of replacement housing at Andersen Air Force Base in Guam, with work awarded by NAVFAC Pacific set to complete by late 2028. it. Lucianos Excavation Inc. won an $11-million IDIQ contract for road repair at a naval station in Cutler, Maine, that is set to finish by January 2027, awarded by NAVFAC’s Norfolk, Va., command.
A&M & Southwind Small Business JV, Randy Kinder Excavating Inc., Southern Contracting LLC and Speegle Construction Inc., will compete for construction task orders under the $49-milion IDIQ contract awarded by the U.S. Army Corps of Engineers in Mobile, Ala., with locations and funding to be determined and estimated completion on July 9, 2030.
