
ENR West People: June 2025

Brandon Dekker has been named executive director of the West region for Cannon Design. He previously served as office practice leader for the firm’s Irvine and San Diego offices. In his new role, Dekker will support design teams in Irvine, Calif.; Los Angeles; San Diego; Portland, Ore.; and Seattle.
Jack Poindexter has been tapped to lead DPR’s Northwest region, encompassing California’s Bay Area, Sacramento and the Pacific Northwest business units. Kevin Chen and Chris Strock have been appointed co-leaders of DPR’s Bay Area business unit, which includes the Redwood City and San Francisco offices. Marc Ness has been named Southern California co-business unit leader, overseeing the Newport Beach and Pasadena offices alongside Alicia Ortiz.
James A. “Jim” Radich, executive vice president and chief operating officer for Watsonville, Calif.-based Granite, will retire on July 4. Granite’s senior vice presidents of construction—Brian R. Dowd, Michael G. Tatusko and Bradley J. Williams—and senior vice president of materials Bradly J. Estes will now report directly to Kyle Larkin, Granite president and CEO.
Carrie Schindler has been named the executive director for the San Bernardino County Transportation Authority (SBCTA). Longtime executive director Ray Wolfe is slated to retire this summer. Schindler currently serves as the agency’s deputy executive director. She previously served as the chief of transportation planning for the San Bernardino County.
Nora Wang Esram has been named the chief executive officer of Portland, Ore.-based New Buildings Institute, a nonprofit organization working to eliminate emissions from buildings. Previously, Esram served as senior director of research at the American Council for an Energy-Efficient Economy and as chief engineer in the energy and environment directorate at the Pacific Northwest National Laboratory.
David Chow has joined DLR Group as principal and will lead the design firm’s transportation sector based out of the firm’s Los Angeles office. Prior to joining DLR Group, he was chief operating officer of CALSTART, a global nonprofit focused on helping countries transition to clean transportation technologies. Chow has more than 36 years of experience and has led projects such as the Civic Center Master Plan for the city of Los Angeles.
W.E. O’Neil has announced a series of leadership changes. CEO Brian Ramsay will be transitioning to chairman of the board of the Chicago-based firm. John Finn, current chief operating officer and president of the California region, will replace him as chief executive. Mike Byrne, executive vice president, will take Finn’s place as the California region president.
Alasdair Dawson has joined HNTB Corp. as national pursuit champion and vice president for the firm’s national sales office based in Sacramento. He is currently supporting HNTB pursuit teams in Northern California, Minneapolis and the Inland Empire in Southern California.
Skanska executive Bill Trombley has been promoted to the role of vice president for strategic pursuits at Skanska USA Civil’s West Coast operations. Trombley has spent the past decade leading Skanska USA Civil’s West Coast proposal development group and will continue to lead the team’s alternative delivery project pursuits in his new role.
