Global real estate investment, development and management firm Hines submitted plans on Friday to build a 1,225-ft tower at 77 Beale Street in downtown San Francisco. 

If built, the tower would surpass the 1,070-ft Salesforce Tower as the city’s tallest skyscraper. It would rank as the 11th-tallest tower in the U.S., and the tallest outside New York and Chicago. 

Located on a site formerly belonging to utility Pacific Gas & Electric, the tower would be part of a mixed-use development that would encompass a city block and include 1.6 million sq ft of Class A office space, 120 residential units, as well as ground-level retail and restaurant space. 

Hines purchased the property for $800 million, and the overall project is estimated to cost over $2 billion. The company has not announced selection of a designer. The environmental review and development agreement process is expected to take between 12 and 24 months. 

If the project proceeds, Hines estimates construction could begin in 2027, with completion targeted for the early 2030s.
