Tutor Perini has put a price and timeline on its New York City Manhattan jail project

The Los Angeles-based megaproject contractor unveiled the job’s price tag Feb. 19 — $3.8 billion — and said it’s finalizing contract documents with the city’s Department of Design and Construction. 

The contract spells out 2,646 calendar days — or seven years and three months — for the project’s final completion, according to the news release. It will be located at 124-125 White Street in Lower Manhattan’s Chinatown neighborhood, according to the city’s project website. That’s the former site of the Manhattan Detention Complex, which was also known as “The Tombs” before it was demolished in 2023. 

Project scope for the new jail includes design and construction of a facility with dedicated space for on-site services and programming, indoor and outdoor recreation, food services, staff offices and facilities, amenities and a secured entry, according to Tutor Perini. 

The new facility will contain 1,040 beds and provide 125 accessory parking spaces below grade for all staff and service providers. In addition, the ground floor will contain 20,000 square feet of community and commercial space.

Tutor Perini announced in November that its joint venture with Torrington, Connecticut-based O&G Industries had emerged as the apparent winner of the job, though it didn’t put a value on it then. Tutor Perini will serve as managing partner on the project, with O&G as a 25% partner. Architectural firm HOK is the design partner for the jail. 

The facility is one of four that New York City is building to replace its notorious Riker’s Island prison, which is scheduled to close in 2027, though meeting that deadline is unlikely, according to The New York Times. In 2023, Tutor Perini also won the job to build the $2.95 billion Brooklyn jail.
